30 JAN 2026Navy Expeditionary Combat Command Reorganization of Milestone Billets
The Navy Expeditionary Combat Force (NECF) is undergoing a comprehensive transformation as part of NECC’s force design initiative. This effort better aligns NECC to meet the demands of near peer competition while enhancing combat operability in austere environments. The impact to the Supply Corps (SC) will be negligible but does impact Commander Milestone opportunities.
Explosive Ordnance Disposal (EOD) Expeditionary Support Units (ESUs) will be disestablished, resulting in a return of Supply Corps Lieutenant Operational billets to Explosive Ordnance Disposal (EOD) Mobile Units (MU). This move facilitates standardization and ownership across the EOD force, ensuring EODMU Commanding Officers (COs) have full control over the readiness of their units. The downs ide is we lose two command opportunities that have already produced several SC Flag Officers.
Simultaneously, the SC active component will gain two new Commander Milestone opportunities in the Navy Cargo Handling Battalions (NCHBs). NECC will shift leadership of these dynamic organizations from Training and Administration of the Reserve (TAR) to Active Component officers. NCHBs forward-deploy expeditionary units to support cargo operations, ordnance handling and refueling capabilities – seamlessly integrating with the Fleet and Joint partners to enhance maritime lethality and enable Distributed Maritime Operations.
The timeline for these transitions will occur between FY26 through FY30.
